Statement of Purpose
Owing to ideological confusion and political disorganization, the current broad “left” or “progressive” movement in the US Empire is unable to take the offensive against the bourgeois regime. This movement is characterized by impulsivity and discoordination, which ultimately results in ineffectiveness 1. These profound weaknesses are a result of a longrunning counterinsurgency strategy on the part of the bourgeois regime, whether it is by assassinations and show trials or by the more insidious tactic of co-optation and political revisionism. This counterinsurgency exploits the real national contradictions within the US Empire’s proletariat, for which the answer to by mainstream communist organizations is to paper over these contradictions and to take the position of white-settler chauvinism 2.
Communists in the US Empire have a duty to overcome these weaknesses, organize the working class and oppressed nations, and revolutionize the current white-settler supremacist and USAmerican imperialist world order. Given the state of the communist movement, which has been made weak by numerous betrayals by its own members against the most vulnerable members of the working class, which remains ideologically confused as a result of the CPUSA abrogating its revolutionary role and is therefore divided and unable to protect its own members against police repression, and which has created organizations and parties compatible with the bourgeois regime, the urgency for a unification of the communist movement and the revolutionary elements in society is paramount 3.
In Peoria in particular, the city is literally spacially and socially segregated, with every “progressive” organization in the city dominated by white people despite the fact that one-quarter of the people who live here are Black. National contradictions run high here, reflected in county statistics, that the average white household earns $63,100 a year, while the average Black household earns $30,400 a year, that Black and other minority-concentrated neighborhoods are placed in the measureably more polluted zipcode, that Black drivers are pulled over by cops at twice the rate of white drivers, that Black people are 3 times more likely to be unemployed than white people, that almost half of all Black households rely on food stamps compared to less than 15% of all white households, that two-thirds of the Black population rent their home while less than one-quarter of the white population rent their home, and other numerous facts 4.
Given these facts, which also demonstrate the relative economic security of white homeowners that guarantees their time to organize, resulting in many of the “progressive” organizations building both their rank-and-file and leadership out of this section of the population, it is clear that a genuinely revolutionary movement in Peoria must go deeper and wider, to organize firstmost the politically neglected Black working class (regardless of employment status), then the lower, unpropertied white working class 5.
Following the example of existing Black organizations in Peoria, which are primarily concerned with the survival of their communities rather than the insufficient electoral politics of the “progressive” organizations, the Organizing Committee of Red Star Peoria will seek to understand the needs of this section of the proletariat as they are the revolutionary masses which must become the wielders of their own class power in the form of the communist organization. The establishment of proletarian class power can only be accomplished by both political education and survival programs, and the unification of the existing communist movement via honest struggle and critique of the existing CPUSA club in Peoria. Only through struggle can unity be built on a solid foundation.

Taken together, the proletariat of the oppressed nations and the precariously-positioned white proletariat plus the minority of petit-bourgeois with proletarian class consciousness form the revolutionary substrate for the communist movement. These are the groups who would benefit on average from the abolition of imperial superwages plus the implementation of socialized food, healthcare, housing, etc. and the resolution of the national question in the US by decolonization. ↩︎
